Victor Olerskiy was born in 1965 and was educated at the Leningrad Admiral Makarov Higher Naval Engineering School from 1982 until 1987. Leaving with a radio engineering degree, Olerskiy’s first position was with the Baltic Shipping Company as an Engineer, where he stayed from 1987 until 1991. In 1991, Olerskiy joined AOZT Infotech Baltika, first as the Deputy Director of the Head of Agent Department, moving on to become the Commercial Director.

Olerskiy remained with AOZT Infotech Baltika until 2009, whilst also taking on the roles of Chairman of the Board of Directors at OAO Volga Shipping Company (2001-2003) and the OAO North-Western Shipping Company (2003-2009).

In 2009 Olerskiy accepted a position as the Deputy Minister of Transport of the Russian Federation, where he remained until 2016. During this time Olerskiy was also a Member of the Board of Directors for several companies, including OAO SG-Trans; OAO Sovcomflot; OAO USC; OAO UK MTU and OAO NMTP. In 2012, Olerskiy became the Chairman of the Supervisory Board for the FAU Russian River Register and the FAU Russian Maritime Shipping Register.

In 2016, Victor Olerskiy became the Deputy Minister of Transport of the Russian Federation and the Head of the Federal Agency for Maritime and River Transport, where he remained until 2018. Presently, Olerskiy is a Member of the Board of Directors for the Russian Fishery LLC and PAO Sovcomflot.

The Russian Fishery LLC specialises in commercial fishing; the company catches and sells fish, as well as providing docking, vessels and other maintenance services, whilst PAO Sovcomflot mostly provides marine transport services of hydrocarbons throughout Russia. Sovcomflot is divided into five key segments – offshore development services, crude oil transportation, gas transportation, oil products transportation and other maritime hydrocarbon transportation – and in 2019, the company operates over 140 vessels.

Victor Olerskiy has several passions and hobbies outside of his professional life, including jogging, fishing and skiing. Olerskiy enjoys skiing in Meribel and has jogged the Camino de Compostela. However, his greatest passion in life is the sea, upon which Olerskiy has built his professional and personal life. Olerskiy fishes in Finland, Norway and Astrakhan in Russia, and enjoys yachting in the Finnish Gulf and the Baltic Sea.
